هو تم تطويره من قبل هيئة الحكومة الرقمية لمنهجية البنية المؤسسية الوطنية الشاملة، (نورا) هو جزء من جهود الهيئة بما يتماشى مع أهداف رؤية 2030 للقطاع الحكومي، حيث تساعد المنهجية الجهات الحكومية على تطوير بنية المؤسسة بطريقة يسهل الوصول إليها وفقا للمراحل والخطوات التي تضمن الحوكمة في التطبيق والتوافق مع العمل الحكومي
